Guidance Note on M&E for Return and Reintegration helps practitioners to understand the contents of the monitoring and evaluation tools that IOM has developed for return and reintegration programmes.

The informed Consent Forms: These forms (for returnees, host country programme partners, non-migrant community members and key stakeholders) are to be completed before conducting interviews to ask for the interviewer's consent. Participation in data collection activities must be voluntary. Participants have the right to have access and verify their data and request the data to be deleted.

The Result Monitoring Framework helps understanding the distinct levels of results and how they relate to each other, explains the types of indicators, the difference between data source and data collection method, in addition to the difference between a baseline and a target and how the latter is tracked (achievement vs progress).

The Methodological Note on Scoring Reintegration Sustainability aims to provide a user-friendly, practical guidance to reintegration practitioners on the use of IOM's reintegration sustainability scoring system.

The Assisted Voluntary Return Programme Monitoring Survey is designed to assess the performance of an Assisted Voluntary Return (AVR) programme across its different phases (outreach, pre-departure, travel and reception).

The Assisted Voluntary Return Programme Satisfaction Survey for Returnees is designed to assess the satisfaction of beneficiaries with an Assisted Voluntary Return (AVR) programme throughout its different phases (outreach, pre-departure, travel and reception). 

The Assisted Voluntary Return Programme Survey for Host Country Partners is designed to assess host country partners’ perception of the effectiveness of IOM’s Assisted Voluntary Return (AVR) assistance provided to migrants who were unable or unwilling to remain in their host country, as well as their awareness and dissemination of information about voluntary return (and reintegration) to the country of origin. 

The Reintegration Assistance Programme Monitoring Survey for Returnees is designed to assess the performance of the Reintegration Assistance (RA) programme components.

Reintegration Assistance Programme Satisfaction Survey for Returnees is designed to assess the satisfaction of beneficiaries with Reintegration Assistance (RA) programming and its components. 

The community-Based Reintegration Programme Monitoring Survey for Returnees, Non-Migrant Community Members and Key Stakeholders for returnees is designed to assess the performance of economic, social, and psychosocial community-based reintegration activities implemented in communities of return under return and reintegration programmes from the perspective and experience of returnees benefiting under such efforts. The survey also helps to assess the extent to which the community-based reintegration activities are sustainable as measured by the participation in and ownership of returnees, non- migrant community members and key stakeholders (organizational and individual level) of such activities.

The capacity-Building Programme Monitoring Survey for Key Stakeholders (organizational level and Individual Level) is designed to assess the performance of capacity-building activities implemented with key stakeholders in target countries and communities under return and reintegration programmes. Specifically, one survey assesses perceived changes resulting from such activities at the organizational level of key stakeholders (structures, processes, and resources) targeted by such efforts and another assesses the extent to which and how key stakeholders have applied the specific knowledge acquired and skills developed or strengthened through the capacity-building activity they have participated in.

Checklist for Evaluation: This checklist provides guidance on the different steps to be undertaken during an evaluation and at what stage. 

Summary of Common Data Collection Methods: This document provides an overview of the different common data collection methods, each with their advantages and limitations.

Reintegration Sustainability Scores Calculator: This tool aims to simplify the scoring of the reintegration sustainability in line with the methodological note provided in Annex 3. It can be used to automatize arithmetical operations required for the generation of the dimensional and composite reintegration scores.
