Training on Monitoring and Evaluating Return and Reintegration Programmes | Call for Applications and Terms of Reference

As part of its activities, the EU-IOM Knowledge Management Hub funded by the European Union (EU) is organising the second English roll-out of the training on Monitoring and Evaluating Return and Reintegration programmes based on IOM's monitoring and evaluation guidance for return and reintegration programmes. 

This call for applications primarily targets monitoring and evaluation practitioners working on return and reintegration. Priority will be given to candidates working in Northern Africa, Sahel and Lake Chad, the Horn of Africa and Bangladesh. The training takes a blended approach combining self-paced online courses, interactive live virtual sessions, knowledge checks, practice exercises, assignments and final examination over a six-week period from 1 November to 9 December 2021.


The Monitoring and Evaluation (M&E) training for Return and Reintegration Programmes aims at strengthening the competencies of M&E staff and Project Officers involved in Monitoring and Evaluation activities of Return and Reintegration programmes. The development and production of this training is supported by the EU-IOM Knowledge Management Hub (KMH), which was established in September 2017 under the EU-funded Pilot Action on Voluntary Return and Sustainable, Community-Based Reintegration. The KMH aims at supporting the implementation of the EU-IOM Actions addressing migrant protection and sustainable reintegration in Africa and Asia by ensuring coherent voluntary return and reintegration approaches, harmonising M&E activities, setting up knowledge management tools, and producing knowledge products.

This blended course will further enhance the opportunity to learn the core knowledge related to monitoring and evaluating return and reintegration programmes. Specifically, by the end of the training course participants will be able to:

  1. Understand the framework for return and reintegration, define the purpose of the integrated approach to reintegration, and understand the key elements of reintegration assistance. 
  2. Explain the importance of M&E for return and reintegration programmes and identify existing IOM M&E resources and guidelines. 
  3. Apply the results monitoring framework to a return and reintegration programme in line with existing M&E guidance. 
  4. Apply the M&E surveys to a return and reintegration programme.  
  5. Conduct data collection for an M&E return and reintegration programme in line with IOM's M&E guidelines and tools.  
  6. Conduct data analysis on M&E data collected for a return and reintegration programme. 
  7. Plan for, undertake, follow-up and share knowledge about a return and reintegration programme evaluation. 

Call for applications

The KMH is therefore seeking monitoring and evaluation and return and reintegration practitioners who are motivated and wish to better understand and apply the integrated approach in their missions/countries to sign-up for this training.

25 participants will be selected and will need to commit to take an active part in the various learning stages for six weeks from 1 November to 9 December 2021.

More specifically, participants will commit to:


  • Take the self-paced online sessions (sessions 2 and 3) and pass the test.
  • Participate in the online training sessions via MS teams, facilitated by a trainer and experts on the topics discussed. 
  • Participate in the group work and individual exercises.
  • Take the exercises through e-campus.
  • Join all the online sessions with 90% of attendance.

Qualifications and experience required

In order to participate in this training, candidates must have:


  • A minimum of one year experience in the field of migration (or related to migration).
  • A minimum of one year of experience in the field of monitoring and evaluation, and/ or experience demonstrating capacity/willingness to learn about monitoring and evaluation or return and reintegration programmes.
  • Involved in a return and reintegration programme or project.
  • A good mastery of written and spoken English.

Engagement, availability and workload

Candidates for this training programme must available take part in it from 1 November to 9 December 2021.

In terms of workload, participants will be asked to:

  • Complete the self-paced sessions by the first week of November (4 to 5 hours in total)
  • Participate in about 18 online webinars through MS Teams (1h30 each)
  • Complete individual exercise courses (about one hour of preparation - 30 minutes of reading and 30 minutes of exercise)
  • Participate in group exercises (about an hour each).

It is therefore recommended that candidates request their supervisor’s approval before submitting their application.
